Oxford Circle PAL, one of PAL’s newer centers, is a thriving youth center serving hundreds of kids in the Oxford Circle section of Northeast Philadelphia. Directed by Police Officer Bruno Esteves, Oxford Circle PAL is a vibrant youth-development program provider.
